The German Social Code provides for vocational training and further training in order to support those who are unemployed or are threatened with unemployment. This helps candidates to regain a foothold in the employment market or to secure their current employment position. Those who wish to become a Flight Operations Officer FOO/FOA can select a training organization such as ASISTIM using a so-called training voucher if this training organization is approved in accordance with the "Further Training Approval Ordinance" (AZAV - Akkreditierungs- und Zulassungsverordnung Arbeitsförderung).
Besides the Civil Aviation Authority (LBA) NTO does the AZAV certification also act as an accreditation and is essential for training organizations wishing to offer training measures serving or contributing to the labor market. Such training measures that offer sustainable solutions to commercial aviation qualify for government funding and are regulated by the provisions of German Social Code III.
